Mr. Jacob Neo Gare holds a Master of Education in Technology Education from the University of Manchester, obtained in 1998. He has extensive experience in project design, realization, and process evaluation using a problem-solving approach, gained during his tenure as a teacher and assessment officer at the Botswana Examinations Council (BEC).
In 2001, he joined the Examinations, Research, and Testing Division (ERTD) of the Ministry of Education and continued with the division when it became BEC. At BEC, he has been involved in producing assessment instruments for both junior and senior secondary schools.
In 2009, Mr. Gare was elected as a shop steward when BOPEU became a recognized union representing BEC staff.
